Top-mount generally performs better on coverage and is the better citizen on spill. It is also more expensive to install and service, which is part of why it shows up more often on newer or rebuilt structures than on older ones.



For a buyer, the practical read is simple. Ask which arrangement a board uses, then ask to see a night photo. The photo tells you more than the answer does.



How older HID fixtures and LED retrofits behave differently



Most legacy billboard lighting used high-intensity discharge lamps, commonly metal halide. Newer installs and retrofits use LED. The differences that matter to an advertiser are behavioral, not just efficiency talking points.



  • Start-up. HID lamps need time to warm to full output, and after a power interruption, they need to cool before they will restrike. LED comes on at full output immediately.


  • Output over life. HID lamps lose light output as they age, and the loss is gradual enough that nobody driving past notices. LEDs hold output longer, though they also decline. Manufacturers publish lumen maintenance data for both. Ask for it rather than accepting a general claim.


  • Color. Aging metal halide lamps drift in color. When one lamp in a bank is newer than the others, the face can pick up an uneven color cast that shows up worst on large flat areas of brand color.


  • Control. An HID lamp throws light in all directions and relies on a reflector to redirect it onto the face. LED optics aim the light more directly, which is why LED retrofits usually improve spill and coverage at the same time.



Be skeptical of specific energy-savings or visibility-lift percentages from lighting vendors. Those figures are calculated against a chosen baseline and rarely transfer to a specific structure on a specific road.



What uneven light coverage looks like from the road



Uniformity is the relationship between the brightest and dimmest areas on a lit face. It is the part of billboard lighting most buyers never think about and the part most likely to hurt a design.



The Illuminating Engineering Society publishes ANSI/IES RP-39-19, a recommended practice for off-roadway sign luminance, which organizes its guidance by lighting zone rather than issuing one universal number. That structure is itself the lesson. The right amount of light depends on the surroundings.



Common coverage problems and what they do to creative:



  • Scalloping along the bottom edge. Bright arcs directly above each fixture with dimmer gaps between them. Copy placed low on the face lands in and out of those arcs.


  • Dark top corners. Typical of bottom-mount fixtures. A logo parked in an upper corner can be noticeably dimmer than the headline.


  • Hot spots. A single fixture aimed too close to the face creates a bright patch that blows out detail and pulls the eye away from the message.



Designs that depend on a dark or black background suffer most. A dark background reflects very little of the light hitting it, so any unevenness in the fixture bank shows up as visible blotching across what the designer intended as flat, even color. If your creative leans on a dark field, ask about coverage before you commit, and be ready to lighten the background if the fixture bank cannot carry it evenly.



How many hours a board stays lit and what determines that



No single national answer exists, and anyone who gives you one is guessing. Lit hours depend on a mix of the operator's configuration and local rules.



Common arrangements include a photocell that switches on at dusk and runs to dawn, a photocell paired with a timer that shuts off at a set hour, or a timer alone. Municipal ordinances sometimes impose a curfew, particularly where a sign sits near residential property. Those curfews are local, and they vary between neighboring cities in the same metro.



Do not assume dusk to dawn. Ask what the schedule is on the specific structure you are buying, and ask whether any local curfew applies to it.



How ambient light changes what a lit board looks like



A board does not read against a neutral background. It reads against whatever else is lit nearby, and that changes the whole calculation.



On a bright urban corridor with retail signage, parking lot lighting, and roadway lighting, a lit face has to hold contrast against a busy visual field. The same fixture output that looks strong on a dark road can look ordinary downtown.



On a dark rural stretch, the reverse is true. Less light does more work, because the surrounding luminance is low. Over-lighting a rural board is a real risk. It draws complaints, wastes output, and beyond a point, stops improving legibility. Light trespass and why a neighbor complaint can affect your campaign



Light trespass is light falling somewhere it was not intended to go, usually a neighboring property. It is the most common source of lighting complaints against outdoor advertising structures, and there is a regulatory floor underneath it.



Federal rules for signs along the Interstate system require that lighting be effectively shielded to keep beams from being directed at the main-traveled way, or be of low enough intensity not to cause glare or impair a driver's vision. Oklahoma carries a parallel requirement in its highway advertising control rules, where signs that are not effectively shielded against glare are prohibited.



Those rules protect drivers. Local governments handle light trespass onto adjacent homes, and remedies usually involve re-aiming fixtures, adding shields, or cutting hours. Any of those can happen while your campaign is running, which is the practical reason to care. A board that has already been through that process and settled is a more predictable buy than one that has not.



An operator observation about lamp outages



Here's what most buyers don't know. A printed billboard has no telemetry. A digital board reports its own faults, so you know about a failure within minutes. A static board with a burned-out lamp reports nothing. Someone driving past it finds it.



From the road, a single dead fixture doesn't look like a dark board. It is a dark wedge at one end of the face, and at highway speed most drivers register the board as lit and move on. That is exactly why outages persist. Nobody calls them in because, from the driver's seat, nothing looks broken. The advertiser does not notice either, because they are rarely on that road at night.



Fixture checks happen on drive-by cycles, not continuously. And a replacement is not always same-day. It needs a bucket truck, and depending on the structure's height and shoulder access at that location, it may also need traffic control and a weather window. Wind is the usual culprit for a delay, not parts.



The buyer takeaway is concrete. Ask for a night photo during the flight, not just the standard daytime proof of performance. It is the only reliable way to confirm you got the lit hours you paid for.



Why an unlit billboard is not automatically a bad buy



Unlit inventory is treated as second-tier, and that assumption doesn't hold up against the data.



Across the Whistler Billboards network in Oklahoma and the Kansas City metro, 93 of 462 static printed faces are unlit, which is about one in five. The revealing part is the distribution. Those unlit faces are not scattered randomly across the footprint. They concentrate in nine corridors, while 52 of the 61 corridors carrying printed inventory are lit throughout.



That clustering tells you what illumination status actually tracks. It follows location and local rules, not board quality. A board is unlit because of where it stands, not because it is a lesser structure. Two boards on the same corridor with the same construction and similar traffic can differ on this one attribute for reasons that have nothing to do with either one's value.



Unlit works when your audience is on that road in daylight. School traffic, lunch traffic, jobsite and contractor routes, daytime retail, and weekend errand traffic all peak in the light.   • Has this structure had any light trespass complaints or shielding requirements imposed on it?


  • Will proof of performance during my flight include a night image?



If you're considering a design with a dark background, add one more. Ask whether coverage on that face is even enough to carry it, and be willing to change the design if the answer is no.
